What is a Hazardous Waste Manifest?


A hazardous waste manifest is a crucial document required by the Environmental Protection Agency (EPA) and the US Department of Transportation for tracking hazardous waste shipments. It serves as a comprehensive record that accompanies hazardous waste from its point of generation through transportation to its final destination for treatment, storage, or disposal. The manifest contains detailed information about the type and quantity of waste being transported, specific handling instructions, and signature lines for all parties involved in the waste management process. 



Purpose of the Hazardous Waste Manifest


The primary purpose of the hazardous waste manifest is to ensure cradle-to-grave tracking of hazardous waste, promoting accountability and environmental protection.

It enables regulatory agencies to monitor the movement of hazardous materials, ensuring compliance with state and federal regulations. The manifest system helps prevent illegal dumping, ensures proper waste handling and disposal, and provides a paper trail for enforcement actions if necessary. Additionally, it allows generators to verify that their waste has reached its intended destination, fulfilling their legal responsibility for proper waste management.

Types of Hazardous Waste Manifests


There are two primary types of hazardous waste manifests currently in use: electronic manifests (e-Manifests) and paper manifests. Each type has its own characteristics and requirements.


Electronic Manifesting (The EPA's E-Manifest System)


The e-Manifest system, launched by the EPA on June 30, 2018, is a national electronic system designed to track hazardous waste shipments. This system offers several advantages:

  • Efficiency: It streamlines the manifest process, reducing paperwork and administrative burden.
  • Real-time tracking: Allows for immediate access to manifest data and shipment status.
  • Cost-effective: The EPA estimates that e-Manifest will save state and industry users more than $50 million annually once widely adopted.
  • Environmental benefits: Reduces paper usage and associated environmental impacts.
     

The e-Manifest system allows for three types of manifest submissions:

  • Fully electronic manifests
  • Hybrid manifests (combination of electronic and paper)
  • Paper manifests (scanned and submitted electronically by the receiving facility)
     

A 2024 update by the EPA highlights some important changes to the e-Manifest system. Starting on January 22, 2025, generators will be required to register and maintain an account with the EPA’s online system. Previously, waste incinerators (rather than generators) were the only group required to register in order to upload final copies of e-Manifests to the online portal. 

Other changes to the e-Manifesting rules include: 

  • Changes to e-Manifests must be done electronically within the system.
  • Starting in December 2025, the electronic submission of exception reports must be submitted electronically, nationwide. 
     

Paper Manifests
 

While the EPA strongly encourages the use of e-Manifests, paper copies of manifests are still accepted and used. Paper manifests have been the traditional method of tracking hazardous waste shipments and involve:

  • Physical documentation: A multi-copy paper form that accompanies the waste shipment.
  • Handwritten signatures: Each waste handler in the waste management chain signs the physical document.
  • Retention requirements: Manifest copies must be retained by all parties for at least three years.
     

Paper manifests, while still accepted, are subject to higher processing fees in the e-Manifest system. The EPA implemented this fee structure to incentivize the transition to electronic manifests.


Transition Period
 

The EPA is currently in a transition period, encouraging the shift from paper to electronic manifests. During this time:

  • Both paper and electronic manifests are accepted.
  • Receiving facilities are required to submit all manifests (including paper) to the e-Manifest system.
  • The EPA updates user fees every two fiscal years, with higher fees for paper manifest processing to encourage electronic adoption.
     

As the hazardous waste management industry continues to evolve, the trend is clearly moving towards full adoption of the e-Manifest system, which offers improved efficiency, accuracy, and environmental benefits over traditional paper manifests.

Mandatory Information on a Hazardous Waste Manifest

 

EPA Identification Numbers

These unique identifiers ensure the traceability of the waste throughout the entire process.The EPA mandates that all parties involved in hazardous waste handling must have a valid EPA ID number, which must be accurately recorded on the manifest.


Waste Description

Designated Facility Information
